The creation of the URNN is a consecration of joint efforts and support from the head of scientific research and technological development (DGRSDT) in Algeria. The unit is in realization stage since the year 2017. URNN is attached to the Centre de Développement des Technologies Avancées (CDTA) in Algiers. The headquarters of the URNN is within the campus of the University of Setif 1.
