The proceedings of the first meeting of the Higher Council of the National Scientific Diaspora Abroad were opened today, Sunday, September 27, 2026, in Algiers, in implementation of the provisions of Presidential Decree No. 26-293 dated September 7, 2026, establishing this supreme consultative body placed directly under the President of the Republic, enjoying legal personality and financial autonomy, with its headquarters in Algiers.
This institutional step falls within the framework of the national will aimed at valuing Algerian scientific competencies abroad, mobilizing their expertise and experience, and strengthening their contribution to the national development process, through the establishment of a sustainable institutional partnership linking Algerian minds and expertise spread across various countries of the world to the national system of higher education, scientific research, and innovation.
In his guiding address during the opening session, the Minister of Higher Education and Scientific Research praised the high patriotic spirit shown by Algerian competencies and scientists abroad, who answered the call of the homeland to contribute to building its scientific and economic renaissance, affirming that the creation of this Council reflects the political will to establish a permanent regulatory framework making Algerian competence abroad an active partner in the national development process.
The Minister also affirmed that the Council will contribute to linking national competencies abroad to the national system of higher education, scientific research, and innovation, providing scientific and technological advice, supporting the transition toward a knowledge economy, and contributing to the development and foresight of modern technologies, stressing the importance of moving from circumstantial relations and scattered contacts to a permanent, organized, and impactful institutional partnership.
For his part, the President of the Council, Professor Elias Zerhouni, reviewed in his address the dimensions of the strategic missions entrusted to this body, particularly presenting proposals and visions regarding projects of national importance, contributing to the assessment of their scientific and technological feasibility, strengthening the exchange of knowledge and expertise, strategic vigilance regarding advanced or developing technologies, as well as contributing to enriching national and international scientific dialogue on current issues.
The first meeting of the Council witnessed the presence of the President of the Council and members of the General Assembly, composed of scientists and experts from the Algerian scientific diaspora abroad, alongside representatives of ministerial sectors and managers of Algerian economic institutions domiciled abroad contributing to research, development, and innovation.
The proceedings of this session revolve around the preparation and adoption of the Council's internal regulations, defining its work program, forming specialized committees, and establishing an annual action plan to coordinate efforts and study projects of national importance, in a way that allows for the establishment of practical and permanent mechanisms to mobilize national competencies abroad and direct their expertise toward national priorities.
The Council's work is also expected to culminate in the preparation of recommendations, studies, and reports submitted to the Presidency of the Republic, thereby contributing to enriching the strategic vision and assessing the scientific and technological feasibility of projects of national importance and priority, and supporting the process of developing public policies related to scientific research, technological development, and innovation.
